(WASHINGTON, DC) – Today, following President Trump’s announcement that he plans to end the Deferred Action for Childhood Arrivals (DACA) program, Mayor Bowser released the following statement:

“Last month, I joined leaders from around the country in urging President Trump to preserve DACA, a program that has opened thousands of doors of opportunity for young people who consider the United States home and who have done everything our country has asked of them. DACA has allowed young people – many who came to United States as very young children and know no other home – to get jobs, go to school, serve in the military, and become active members of their communities.

“Today, I call on Congress to quickly pass the Dream Act so that DREAMers across our country can continue to build a safer, stronger, and more prosperous country for all. As we await guidance on what today’s announcement really means, Washington, DC will continue to stand with our nearly 800 DREAMers and the thousands of immigrants who live in the District. We are proud of our DREAMers and our support will be unwavering.”

(Washington, DC) – Today, Mayor Bowser announced a series of legislative reforms to simplify the process of sealing arrest and conviction records of DC residents. The legislative reforms include: mandating the automatic sealing of arrest records in cases that are not prosecuted and cases that do not result in a conviction; shortening the time period a person must wait before his or her record can be sealed; and ordering a review of the types of convictions that are eligible for record sealing.

“We know that when we remove barriers to housing, education, and employment for some residents by giving them a clean slate, we are actually building a safer, stronger city for all residents,” said Mayor Bowser. “Through this legislation, we will give more individuals, more families, and more neighborhoods a fair shot at success.”

Sealing a person’s criminal records prevents a third party from obtaining his or her records when conducting a background check, but still allows law enforcement, the judicial system, and special employers (those who work with children, elderly, or another special needs population) to access them.

The Mayor’s proposed legislation will overturn the current law that states individuals must prove they deserve to have their record sealed even if there were never any findings of guilt. Currently, the burden is on the individual to file a petition with the Superior Court asking the judge to allow the sealing of their record, and the judge has the discretion to reject the petition. There are a limited number of crimes eligible to be sealed, but the large majority of criminal offenses – including almost every felony – are never eligible. Additionally, there are significant waiting periods before a person is eligible to even file a petition with the Superior Court, and resolution of that petition can take up to six months.

Each year, more than 10,000 people seek assistance from the Public Defender Service to have their records sealed in DC Superior Court. Several local nonprofit organizations and local law school clinics also provide record sealing services.

Since coming into office, Mayor Bowser’s top priority has been ensuring the safety and well-being of all residents. After introducing the Safer Stronger DC plan in 2015, the District has seen significant reductions in crime. In addition to working with MPD to enhance the department’s community policing efforts, the Mayor continues to work with local and federal partners to improve Washington, DC’s criminal justice system. In the fall of 2016, the Mayor announced a new partnership between the Mayor’s Office, the United States Attorney for the District of Columbia, and the DC Attorney General that will fund eight new attorney positions at the Office of the Attorney General. Several months later, the Mayor signed legislation that closed a critical loophole in DC’s GPS monitoring legislation.

Year to date, violent crime is down 26 percent, robberies are down 31 percent, and homicides are down 19 percent.

(Washington, DC) – Today, Mayor Bowser officially announced that Washington, DC will submit a bid to attract Amazon’s second headquarters to the city. The Mayor made the announcement in a video that asks the question: Alexa, what is the best city for Amazon HQ2? The video highlights Washington, DC as a global capital city with a thriving tech sector, vibrant and creative neighborhoods, and a growing and expanding business community. The bid, which will be led by the Office of the Deputy Mayor for Planning and Economic Development (DMPED), will engage community and business stakeholders in an effort to build on the collaborative and creative spirit of Washington, DC.

“For many reasons – the same reasons that nearly 1,000 people choose to move to our city each month – Washington, DC is an ideal location for Amazon HQ2,” said Mayor Bowser. “With our growing tech scene, talented and diverse workforce, and inclusive environment, Washington, DC is well-positioned to welcome Amazon.”

On September 7, 2017, via a Request for Proposals, the tech giant announced that they would be building their second headquarters in North America, with plans to grow 50,000 jobs and invest over $5 billion in construction. In response to the announcement, DMPED has begun an initial analysis of potential real estate sites for Amazon HQ2 and started engaging stakeholders in technology, real estate development, and across the region to begin crafting a proposal that showcases why one of the most recognizable companies in the world should expand into Washington, DC. The deadline to submit the proposal to Amazon is October 19, 2017.

In the video, Mayor Bowser highlights the attractiveness of Washington, DC, listing a number of the city’s accolades, including:

Mayor Bowser to Announce Apprenticeship DC

(WASHINGTON, DC) – On Wednesday, September 6, at 11 am, Mayor Muriel Bowser will launch Apprenticeship DC, a collaborative effort to increase the number of apprenticeship and pre-apprenticeship opportunities for District residents from a collection of grants, customized programs, and traineeship offerings. Apprenticeship DC will expand the availability of apprenticeship programs, particularly in high-demand industries such as construction, infrastructure, hospitality, law enforcement, healthcare, and information technology.

All week long, DC Works Week celebrates the impact of groundbreaking employers and community stakeholders in shaping the District’s workforce system. DC Works Week is a part of Mayor Bowser’s efforts to provide equal economic opportunities for all Washingtonians to have a fair shot and maintain their pathways to the middle class. Since January 2015, the unemployment rate in Washington, DC has dropped by 1.1 percentage points, including decreases in all eight wards.

(WASHINGTON, DC) – Tonight, Mayor Bowser and the DC Commission on the Arts and Humanities presented the 32nd Annual Mayor’s Arts Awards at the historic Lincoln Theatre. The annual awards celebrate and honor outstanding achievements in the arts, humanities, and creative industries.

“It is because of all the people who dedicate themselves to developing their talents and sharing their gifts with our community that Washington, DC is the greatest city for the arts and humanities and the capital of creativity,” said Mayor Bowser. “Tonight, I am proud to celebrate and honor the artists and professionals who continue to inspire our city.”

The winners of the 32nd Annual Mayor’s Arts Awards are:

Excellence in the Creative Industries: Environmental Film Festival in the Nation’s Capital
Excellence in the Humanities: Kitty Felde
The Larry Neal Writer’s Award: Taylor Johnson

Home to 2,400 arts-related businesses, Washington, DC ranks first in creative businesses per capita, and the District’s creative economy generates more than 120,000 jobs, with 1,800 creative jobs added in just the last year. Throughout the year, 202Creates promotes and amplifies Washington, DC’s creative economy through digital media marketing, original television programming, and paid performance opportunities for DC’s creatives. To date, 202Creates has supported more than 4,000 events.

Mayor Bowser Launches DC Infrastructure Academy

Administration Unveils Innovative Infrastructure Workforce Training Academy with Private and Public Sector Partners

(WASHINGTON, DC) – Today, Mayor Bowser signed a memorandum of intent to formally launch the DC Infrastructure Academy, a partnership between DC Government and utility, union, university, and private sector partners that will create a pipeline to in-demand infrastructure jobs for District residents.

“Through the DC Infrastructure Academy, we will spread prosperity by getting more DC residents trained for good-paying, long-term careers,” said Mayor Bowser. “The infrastructure industry is one of the fastest growing industries in the country, and last year, half of DC’s open infrastructure jobs went unfilled. The DC Infrastructure Academy will give DC residents the chance to learn the nuts and bolts of what makes our city run—everything from utilities to transportation and logistics to operations and green technologies—and ensure that they are first in line when it comes to securing the infrastructure jobs of today and tomorrow.”

The DC Infrastructure Academy will bring multiple infrastructure related workforce development activities together under one roof to provide DC residents with high-quality, specialized trainings and programs, with a focus on underserved, underemployed, and unemployed residents. Modeled after similar successful programs in Chicago, Philadelphia, and Georgia, the DC Infrastructure Academy will provide residents with the necessary skills to obtain and maintain careers in one of the fastest growing industries in the nation. The infrastructure industry, which is currently experiencing a gap between open positions and available workers to fill them, is one of the fastest growing industries in the nation. Nationally, energy efficiency firms project 14 percent sector growth and the addition of 257,000 jobs over the next year. In 2016, more than half of Washington, DC’s open infrastructure positions went unfilled. The average hourly wage for an infrastructure worker in the District is $48.45.

“The promise of the infrastructure industry is real,” said Deputy Mayor Courtney R. Snowden. “Approximately 2.7 million infrastructure workers are expected to retire or leave their jobs over the next decade. In DC, we stand ready to train our residents and create a pipeline to good paying, quality careers through this innovative partnership.”

The Infrastructure Academy is being funded by the Mayor’s $16.75 million commitment in the city’s capital budget and a $5.2 million contribution to workforce development programs that Pepco provided in the Exelon-Pepco merger preceding. In addition, Pepco and Washington Gas have agreed to provide $500,000 each in cash contributions, donated human resources, equipment, and other in-kind materials and services over the first five years of the Academy's operation. The Department of Employment Services will operate the DC Infrastructure Academy and work with public and private sector partners to align trainings and programs. By the end of the first quarter of 2018, the District will establish an interim infrastructure academy, located east of the Anacostia River. This site will serve as a temporary home until a permanent facility is completed.

“Pepco and Exelon are proud to partner with Mayor Bowser and the DC Government to develop the Infrastructure Academy, laying the groundwork for well-paying jobs and successful careers,” said David Velazquez, President and CEO of Pepco Holdings. “As a local company, it’s our job to keep the lights on and the doors of opportunity open for District workers and families from every neighborhood.”

“Exelon is empowering communities and creating opportunities for people where we live and work,” said Bill Von Hoene, Senior Executive Vice President and Chief Strategy Officer of Exelon. “When we joined forces with Pepco, we committed more than $5 million for job creation and training. The Infrastructure Academy will enable hundreds of people to develop the skills to work in areas that will remain critical to supporting a city like Washington and put them on a path to a good-paying career.”

The Mayor was joined at the launch by Deputy Mayor for Greater Economic Opportunity Courtney Snowden, Department of Employment Services Director Odie Donald II, Senior Executive Vice President and Chief Strategy Officer at Exelon Corporation, Bill Von Hoene, Jr., President and CEO at Pepco, David Velazquez, President of the Metropolitan Washington Council, AFL-CIO, Jackie Jeter, President and COO at Washington Gas, Adrian Chapman, UDC President, Ronald Mason, Jr., General Manager at WMATA, Paul Wiedefeld, and General Manager at DC Water, George Hawkins.

The DC Infrastructure Academy builds on a series of efforts and initiatives developed by the Bowser Administration to get DC residents connected to careers in the infrastructure industry. In July, the Mayor kicked off the first cohort of Solar Works DC, a job training program that installs cost-saving solar energy systems on the homes of low-income residents. A joint effort between the Department of Energy and Environment (DOEE) and the Department of Employment Services, Solar Works DC provides on-the-job technical training while reducing energy costs for up to 300 DC residents by as much as $600 annually. In April, the Bowser Administration, in partnership with Pepco Holdings and the University of the District of Columbia Community College (UDC-CC), launched the DC Quick Path to Energy Program, a workforce development training program that connects residents to employment in the utilities industry.

Since January 2015, the unemployment rate in Washington, DC has dropped by 1.1 percentage points, including decreases in all eight wards. Throughout the week, the Mayor will highlight the improvements and innovations in the city’s workforce system that have led to these decreases. DC Works Week Continues with Launch of Innovative Program that Will Connect More Residents with Apprenticeships

(WASHINGTON, DC) – Today, Mayor Bowser launched Apprenticeship DC, an expansion of the already successful Department of Employment Services (DOES) Apprenticeship Program. Through a unique collection of grants, customized programs, and apprenticeship offerings, Apprenticeship DC will increase the number of residents enrolled in apprenticeship programs. The Mayor was joined at the launch by Deputy Mayor for Greater Economic Opportunity Courtney R. Snowden and Department of Employment Services Director Odie Donald II.

“Apprenticeship DC will help us spread prosperity to every corner of DC by ensuring more residents are prepared with the skills and knowledge they need to participate in the District’s thriving economy,” said Mayor Bowser. “Apprenticeships are a proven approach to preparing workers for in-demand jobs and meeting the needs of businesses in hiring skilled workers. With Apprenticeship DC, we will be able to create more apprenticeships that meet the specific training and hiring needs that District businesses want and expect.”

Administered by DOES, Apprenticeship DC will promote both pre-apprenticeship and registered apprenticeship (RA) work-based learning models. The program will serve as the District’s Statewide Apprentices Partner, assisting interested businesses in developing and implementing customized apprenticeship offerings that meet industry specific hiring and training needs. Through Apprenticeship DC, grants will be awarded to organizations that offer apprenticeship or pre-apprenticeship opportunities in one of the District’s six high-demand industries: construction, infrastructure, hospitality, law enforcement, health care, and information technology (IT). In addition to general registered apprenticeship and pre-apprenticeship programming, Apprenticeship DC will also offer a Youth Apprenticeship program. The District’s Youth Apprenticeship Program (YAP) is a work-based learning program offered to eligible high school and secondary students.

At today’s event, the Mayor announced the first recipients of Apprenticeship DC grants. The grants will fund three new apprenticeship and pre-apprenticeship programs, providing approximately $400,000 in grants to local businesses and community-based organizations that target the IT, construction, and infrastructure industries. Apprenticeship DC grants were awarded to Simple Technology Solutions, Community Services Agency (CSA) of AFL-CIO, and WDC Solar.

“Apprenticeships provide a unique level of access and opportunity to District residents,” said DOES Director Odie Donald II. “Apprenticeship DC expands an already successful apprenticeship program and opens the door to careers in high-demand industries, solidifying District residents on a pathway to the middle class.”

Currently, there are more than 290 apprenticeship sponsors (employers and trade unions) registered with the District that provide apprenticeship training to more than 1,185 residents across all eight wards. According to the U.S. Department of Labor, nearly 90 percent of apprentices are employed after completing their apprenticeship, with an average starting salary of more than $60,000 per year.

The Office of Apprenticeship, Information and Training (OAIT) at DOES provides oversight of the apprenticeship system in the District of Columbia. OAIT also safeguards the well-being of apprentices, ensures the quality of programs, and provides integrated employment and training information to sponsors, employers, and trainers.

The launch of Apprenticeship DC is part of DC Works Week, a celebration of the groundbreaking employers and community stakeholders who shape the District’s workforce system. Since January 2015, the unemployment rate in Washington, DC has dropped by 1.1 percentage points, including decreases in all eight wards. On Saturday, September 16, 2017, the District of Columbia will be hosting numerous special events in and around the National Mall. In conjunction with these events, there will be several street closures that motorists should take into consideration:

Street Closures

The following streets will be closed from 6 am to approximately 11 pm:

The 3rd Street tunnel will remain open.

All street closures and listed times are subject to change based upon prevailing or unexpected conditions. Motorists could encounter possible delays if operating in the vicinity of this event and may wish to consider alternative routes. The Metropolitan Police Department and the D.C. Department of Transportation also wishes to remind motorists in the vicinity of this event to proceed with caution as increased pedestrian traffic can be anticipated.

Bowser Administration Recognized for Ambitious, Multifaceted Strategy in Addressing Housing Challenges

(WASHINGTON, DC) – Today, the DC Department of Housing and Community Development (DHCD) was selected as the 2017 winner of the prestigious Robert C. Larson Housing Policy Leadership Award by the Urban Land Institute (ULI). The award recognizes exemplary state and local programs that are using innovative strategies to produce, rehabilitate, or preserve workforce and affordable housing.

“We don’t have to choose between preserving our existing affordable housing, creating new affordable units, and making it easier for residents of all backgrounds and income levels to buy a home – through the Housing Production Trust Fund, Housing Preservation Fund, and programs like the Home Purchase Assistance Program, we are focusing on all these issues,” said Mayor Bowser. “We are proud to serve as a national leader on issues related to affordable housing, and going forward, we will continue to make the investments and policies necessary to ensure Washington, DC remains affordable for seniors, singles, and families alike.”

DHCD Director Polly Donaldson accepted the award during the Terwilliger Center’s Housing Opportunity Conference in New Orleans. In announcing the award, ULI noted that “Washington, DC’s wide-ranging efforts are bringing significant local resources to bear and raising the bar for other cities to meet.”

“In a hot housing market, Mayor Bowser and Deputy Mayor of Planning and Economic Development Brian Kenner gave us a mandate—provide more affordable housing and homeownership opportunities to city residents,” said Director Donaldson. “We developed strategies that weren’t just policy statements, but fast-track action plans. We made our administrative processes more efficient and effective in order to more quickly finance production and preservation projects. We are making the necessary investments to help more residents get keys to their own home, and we are humbled that the Larson Award recognizes the Bower Administration’s hard work.”

The District was selected over three other finalists —New York City, Boston, and Denver—by a jury of national housing industry leaders. The jurors praised Washington, DC for its multi-pronged approach to tackling housing issues, which includes:

  • establishing a “significant” funding source—the Housing Production Trust Fund (HPTF)—to support affordable housing construction and preservation;
  • creating a Housing Preservation Strike Force to focus on maintaining existing affordable units;
  • improving programs to encourage homeownership; and
  • developing a streamlined, more efficient process to dispose of vacant properties.

ULI noted that while no one policy or program will solve a city’s housing challenges, Washington, DC’s efforts have achieved “substantive results.” Mayor Bowser “has substantially built on existing efforts and created new initiatives in an ambitious, multifaceted strategy,” explained Stockton Williams, Executive Director of the ULI Terwilliger Center for Housing and ULI’s Executive Vice President for Content.

Since taking office, Mayor Bowser has made affordable housing a major focus of her Administration. Achievements cited by ULI include:

  • the production and preservation of more than 4,000 affordable rental and homeownership units across all eight wards since January 2015
  • more than 5,300 affordable housing units—capable of housing over 13,200 residents—are in the pipeline
  • DHCD will have its entire inventory of vacant property in a disposition process by the end of the year
  • the loan amount for the Home Purchase Assistance Program (HPAP) was increased by almost 50 percent and the loan deferral payment was extended for most borrowers
  • 13 projects with at least 1,200 affordable housing units were selected for production/preservation during DHCD’s spring 2016 request for proposals (DHCD will announce a new round of awardees this fall)
